Pontiff addresses political leaders at the Second International Conference on Nutrition
20 November 2014, Rome - Pope Francis told politicians from around the world to view food and nutrition and the environment as global public issues at a time when nations are more tightly linked with each other than ever before.
"When solidarity is lacking in one country, it's felt around the world," he said.
He told delegates from the 172 nations attending the Second International Conference on Nutrition (ICN2) to make sure their pledges to assure food security to all citizens are put into concrete practice, saying that the right to a healthy diet was about dignity, not charitable handouts.
Despite there being enough food for everyone, food issues are regularly subject to manipulated information, claims about national security, corruption and 'teary-eyed' evocations of economic crisis, Francis said. "That is the first challenge we need to overcome," he said, urging that the rights of the human person need to be embedded in all aid and development programs.
The fight against hunger and undernutrition is being handicapped by "the priority of the market and the pre-eminence of profit, which have reduced food to a thing to be bought and sold, and subject to speculation," the pontiff added.
He also highlighted the need to care for the environment and protect the planet. "Humans may forgive but nature does not," he said, continuing: "We must care for Mother Nature, so that she does not respond with destruction," flagging the upcoming UN climate conference in Peru (COP20) and France (COP21) as opportunities for doing so.
The pontiff delivered his remarks in person to delegates from around the world attending ICN2 at FAO's headquarters in Rome.
Global leaders on Wednesday approved the Rome Declaration on Nutrition and Framework for Action, embracing voluntary principles aimed at addressing today's major nutrition challenges and identifying priorities for enhanced international cooperation on nutrition. Among its priorities are to forge ways to tackle obesity, a growing global health problem even in lower-income countries, to combat micronutrient deficiencies that affect two billion people worldwide, and assure access of all people to healthy diets required for their individual development.
"For the first time in history, humanity can say that misery is not fate and that hunger is completely avoidable," FAO Director-General José Graziano da Silva said while introducing the pontiff. "The presence of his Holiness here with us today reflects an ecumenical convergence on this point that is that is increasingly spreading among peoples of different latitudes, cultures and points of view."
Francis has been an outspoken advocate for the poor, saying it is a "god-given right of everyone to have access to adequate food" and urging everyone to be more conscious of their "food choices," including waste, to end the "global scandal" of hunger.
Earlier this month, the pontiff wrote a letter to global leaders at the G-20 summit in Brisbane, citing malnutrition as the first of the problems they should seek to solve.
Queen Letizia of Spain, also speaking at ICN2, highlighted the "special importance" of women in ensuring family nutrition.
She also argued that in addition to the moral imperative of tackling hunger, there is an economic one: "Investing in better nutrition can raise productivity and economic growth, reduce health care costs and promote education," she said.
The Queen also called on "multinational food and agricultural companies to join with international development agencies and governments in order to promote better nutrition."

Timor-Leste’s statement

Mr. President,
Head of the Convention Secretariat,
Hon’ble delegates from the Parties to the Convention,
Secretariat and WHO officers and staff,
Observers to the COP,
Ladies & Gentlemen,
On behalf of
Timor –Leste representative I would like to appreciate and congratulate the
excellent and comprehensive report from Dr.
Vera da Costa e Silva, the head of secretariat on global progress in
implementation of the WHO Framework
Convention on Tobacco Control.
We would like to thanks the Russian Government
for hosting the Sixth
Session Conference of the Parties to the WHO Framework Convention on Tobacco
Control.
Mr
President,
Timor-Leste has high
prevalence of Tobacco use, where the prevalence of current tobacco use for persons aged 15-49 years is 69.5% among Men and 4.7 % among Women. In other side we are facing a
double burden of disease. Communicable diseases such as TB continue to pose a
public health challenge. On the other hand, NCDs such as cardiovascular,
chronic obstructive pulmonary diseases, Diabetes and Cancer have emerged among
the top ten causes of mortality.
Timor – Leste has
ratified the Framework Convention on Tobacco Control since December 2004. At
the National level the government has developed and implemented the decree law for health
warning message, fiscal control for tobacco manufacture and ban on tobacco
advertisement since 2006.
We recognize that Timor- leste hasn’t done much in the implementation of
FCTC however our current government has given the priority to control the Non
Communicable Diseases including the control and
prevention for Tobacco use.
Mr President
With
the support from WHO Secretariat, Timor- Leste has developed and implemented the
Non Communicable Diseases Strategy plan for 2014 - 2018
which included the national target for relative reduction of tobacco use to 20
% by 2025 and defined specific strategy area for tobacco control such as:

Conduct mass-media campaign to
counter the influence of tobacco industry and discourage tobacco use.
·
Raise taxes on tobacco products
including import duty.
·
Declare all public places
tobacco free
·
Make pictorial health warnings
mandatory on tobacco products
·
Implement comprehensive ban on
tobacco
·
Prohibit sale of tobacco to and
by minors.
·
Establish Tobacco Cessation
Services in health facilities.
Currently the Ministry of health has
developed the comprehensive tobacco related legislation in keeping with the
commitments under Framework Convention on Tobacco Control (FCTC) and enforces
its implementation.
While the human resources capacities
still need to strengthen to ensure the implementation of integrated national action
plan and Tobacco Legislation ; We would like to take this opportunity to thanks
the head of
secretariat and WHO
Country Office for all effort that has been provided to
Timor-Leste and
we strongly request continue support from WHO in this area.
Mr President,
Finally I would
like to inform that the Ministry of Health of Timor-Leste is working with the
relevant ministries and committed to sign the protocol to control the Illicit
Trade in Tobacco Products.
